| Since the 21st century, China's democracy growth is facing the new mission, that is the social justice and stable after the individual was independent. The democracy growth to the concern of the social justice and stable, although the value objective point lies in the right itself, the democracy practice's point lies in the social construction, the national and social relations adjustment as well as the national system's perfect and so on. Hu Jintao's thought on democracy is to respond to the change of world affairs, the national condition and the party sentiment, to respond to the growth of the right consciousness of populace's, the increase of the social contradictory as well as the tendency of the political power centralized. In recent years, the Central Party Committee, taking Hu Jintao as general secretary, proposed the national construction strategy which makes the problem of democracy and development become the basic pursue of social construction and the basic strategy of national construction, such as: putting people first in the Scientific Outlook on Development and building a harmonious socialist society.Basing on the Marxism democratic theory, this paper has reorganized and analyzed the practice of Hu Jintao's thought on democracy and the related elaboration systematically. The full paper is composed of four parts: The first part mainly introduces the background and the significance, the studying situation of Hu Jintao's thought on democracy, the democracy's connotation as well as the research method. The second part mainly studies and explores the theory and practice origins of Hu Jintao's thought on democracy from the angle of history and reality. The third part is the content of Hu Jintao's thought on democracy. First, he proposed the thought of putting people first. Insisting to improve its way of capacity for scientific, democratic and law-based governance. Putting into practice the principle of exercising power for the people, showing concern for them and working for their interests, building the service government, the limited government, the responsible government. Second, Clarifying the inner-party democracy is the party's source of strengthening innovation and dynamism, the key of the party's unity, and the assurance of the party's advanced nature and governance capacity-building;Third he stressed that people's democracy is the lifeblood of socialism, proposed that to uphold and improve the system of people's congresses, the system of multiparty cooperation and political consultation under the leadership of the CPC, to strengthen the vigor of the party and the national unceasingly and arouse the people's enthusiasm to expand people's democracy participation. And the last, Hu Jintao stressed that upheld the path of the Chinese characteristic socialist democratic politics, to critique the democratic community, including strengthening the construction of democracy within the party to impel the people's democracy, the construction of democracy at the grassroots level to expand people's democratic rights, the construction of democratic system to safeguard the people's democracy, upheld"the Trinity"under the leadership of the CPC and the thought of critiquing the democratic community. The fourth part is the time value of Hu Jintao's thought on democracy. On the one hand, is the theory significance, Hu Jintao's thought on democracy has enriched the construction theory of the Chinese characteristic democracy. And, Hu Jintao's thought on democracy is the theory guide to our democracy construction. The other hand is the practical significance of Hu Jintao's thought on democracy. It is advantageous to build the foundation order of a harmonious socialist society and enhance the morals inspirational force of the Party. |
