This paper firstly reviewed the initial positioning function and related norms of resident committees through pursuing the history of urban mass organizations of self-management at the grass-roots level.Then compared the existing legislation, as well as the actual operation of resident committees, and find the problems of resident committees: lack of the basis of democracy, autonomous ability inadequacy, difficult to be identified by the residents. Then expanded the inspection objects to community autonomy organizations and house-owner committees, further investigated the relationship between the each organization, especially focused on the functions of each organization to understand the overall development of China's urban mass organizations of self-management at the grass-roots level: the traditional resident committees are in the plight in practice; community residents self-government developed under the name of resident committees, but institutional problem has restricted its further development; house-owner committee as a spontaneous organizations is also facing numerous constraints.The plight of urban mass organizations of self-management at the grass-roots level can be traced back to the Constitution. Compared the original intention of resident committees, it's easy to find that some shortcomings of the content and structure of the constitution itself lead to the distortion of the Constitution.To solve these problem, this paper clarified the economic bases of the three urban mass grass-roots organizations of self-government, and distinguished significations of the grass-roots self-governing and freedom of association, then proposed some specific measures.
