The Research On The Operation Of The Social Security Funds And Its Improving Ideas In Our Country

As social security system is an important component part of the socialist market economy,the management of social security funds is the most important and core part of this complicated system. It involves many issues,such as the raising of the social security funds,the operation of the funds and the supervision of the funds. The level of the operational of social security funds is concerning the managerial effectiveness of social security funds. For the effecting of international financial crisis,aging process and the social security reform,Social Security Fund faces some new situations. Such as,tremendous pressure in maintaining and increasing the fund value,a defect in administration at fund company,the high cost of administration,etc. The main factors influencing the operation of social security funds included restriction of present policies,dispersed management,the lack of related laws,etc. For eliminating these influence factors,this article proposes that a social security bank which is responsible for investment and operation of social security fund be set up to solve these problems. It can minimize the cost of administration and ensure to maximum return. This article aims to make explanation of establishing which is on the basis of research results. In this article,we demonstrate the necessity and feasibility of establishing the Social Security Bank in details and define its nature. In this article,we also clarify the position of social security bank in the management of social security and put forward a preliminary plan of organizational structure in social security. This is the innovation of this article.
