Agriculture is the base of economic and social development and the fundamental guarantee of people's survival and social stability. The development of agriculture impacts not only the progress of economy and society but also the whole national welfare and the people's livelihood. One-child policy has effectively controlled the increase of population; social and economic development has improved the development environment of economy and society in rural areas; people's quality of live in the countryside has also greatly been improved; the average life expectancy has gradually risen; all these factors have resulted in rural aging population. A large number of rural laborers have been co-opted to do all kinds of work in the course of industrialization and urbanization. This makes rural aging population grow rapidly. In rural areas, because of the weakness of rural economic foundation and the lower level of agricultural mechanization, agricultural development is lagging behind; the level of social management in rural areas is lower, thus aging population, especially in mountainous areas, has had varying effects on agricultural development and rural social management.Guizhou Province is the only province in China where there is no plain and almost all mountainous land. Under the limits of natural, geographical and local economic conditions, as a result, the development of agriculture is lagging behind; the level of social management in rural areas is relatively lower. A large number of rural laborers have moved into urban areas and rural aging population has grown rapidly but many people are still living in poverty. This situation is very common in large rural areas in Guizhou Province. On the background of aging population, developing agriculture in Guizhou faces many new problems, such as the shortage of available laborers, the difficulties of building agricultural infrastructures, the incoordination of social development in rural areas etc. In order to effectively solve these problems, the local government should take the increase of aging laborers into account.This paper, in the view of aging population, using data analysis and comparative methods, analyses the influences and existing problems of agricultural development and social management in rural areas, and further explores the countermeasures to make up for the insufficiency of the development of agriculture . Hopefully this paper can give some references and suggestions for Guizhou's agricultural modernization and the creations of social management in rural areas.
