A Reserach On Efficiency Enhancement Of Municipal Districts Governments

Nowadays, with our country's Reform and Opening-up entering into a crucial period, 17th CPC National Congress has put forward, according to the new situation, the administrative reformation as one of the most important links of the political restructuring. Therefore, improving the governmental efficiency has served as the key in this regard. Since 16th CPC National Congress, successive efficiency constructions of various governments have been carried out throughout the country, however, problems still ley represented by the low governmental efficiency, which has produced negative effects on the governments'images and the full play of their functions. Moreover, different levels of efficiency constructions are still in their infancy, a systematic frame of theory hasn't come into being. Under such circumstances, research on this subject has become even more essential. In view of the important and special roles of municipal districts government in the whole administrative system, the thesis takes it as the research object. From the Government issued its key position in their government is good or bad performance of the construction will not only affect the higher level policy, policy implementation, but also affect the party and the government's image among the people.It can be divided into five parts. The first part is about the background and significance of the research, while the second part is mainly about the conception of efficiency construction; the third part centers on the development history of Xiuzhou District, Jiaxing, explaining both achievements and problems; the forth part introduces three of the most representative ways of efficiency construction at home; the fifth part analyses with the efficiency construction of Xiuzhou District and other government construction mode, proposes the problems of the efficiency construction of municipal districts governments and analyses its causes; the last part puts forward suggestions to improving the efficiency construction of municipal districts governments.
