The Ethical Dimensionality Of Public Services

Public services as one of the basic functions of government,due to concern forhuman values, mainly refers to authorized by law, governmental , non-governmentalorganizations and relevant industrial and commerce al enterprises in a purely publicgoods,mixed public goods and special private goods production and the supply ofthe responsibilities. It is mainly made by the Chief of public services,social,publicservices and public service operating three categories,involving all aspects of sociallife,including public health,social security,public health and compulsory education,the residents of the most urgent,the most demanding aspects. At present,Chinesecitizens per capita GDP has exceeded 1,000,the structure and level of public demandin the rapidly expanding,and our public services in the breadth and depth far frombeing able to meet the social needs of the public need to continuously strengthened.This in-depth study of Western countries on the basis of Governance reform,first of all to clarify the basic theory of public services,including public services,thetheory suggested that public service content and basic elements. Secondly,in the fullanalysis of the status quo of China's public service and ethical nature of socialmanagement under the premise of the ethics provisions proposed by the socialmanagement:efficiency and equity of the reunification; form and substance ofharmony; individual interests and collective interests of coordination. In the publicservice should be actively promoted in the course of humanity,the ethical spirit offairness and impartiality. Finally,the authors believe that the ethical dimensions ofpublic services,the implementation should take measures to three aspects:in publicpolicy formulation,implementation and evaluation,in-depth analysis of the facts offactors and value factors in the role of public policy-making process in public policyevaluation and into the process of implementing ethical factors enhance thegovernment's credibility; the other hand,the main body in the public service ethicseducation,sense of responsibility to improve public services and establish a modernpublic service culture to foster acts of public service culture; in the public serviceethics institutionalization of,and actively learn from the experience of foreigncountries,give full play to the advantages of institutional ethics,and continuously improve the public service system of ethics and continuously provide the public withhigh-quality efficient public services to meet the growing needs of society.
