As the fast economic growth of China, the requirement for government's effective admintration, legal administration and service level become higher and higher. 17th National Congress suggests to insist cadre performance & evaluation system that is more scientific and more accurate. Ministry of environment also suggests that we should learn Deng Xiao-ping Theory and Three Represents, and fulfill the requirements of developing harmonious society, adept scientific development view of talent, by innovating new concepts, new policies and new regime to build good environment for talents. In order to be adapt to new trend, new task, and improve the capabilities of civil servants of Tianjin Environmental Protection Bureau, we need to set up scientific and perfect performance & evaluation system, and build fair evaluation platform to improve the human resource management.This article mainly discuss new to set up Performance Assessment and Evaluation System for the Civil Servants in Tianjin Environmental Protection Bureau by using performance theory. The purpose is to improve the previous evaluation system. After soliciting suggestions form experts, the previous standard of morality,capability, efficiency, performance and honest, has been put more details the index of evaluation has been more specified by using scientific method which has made, the evaluation more scientific and specified.Based on the research on the theory of performance evaluation and comprehensive analysis, and the analysis on past 10 years records of Tianjin Environmental Protection Bureau performance evaluation, considering the mission and targets of Tianjin Environmental Protection Bureau. Delphi Method is used to confirm evaluation index with hierarchy methodology to re-distribute the weight of evaluation. 360°Feedback evaluation method have been adopted to specify the evaluation targeting different civil servant in different positions. Therefore, Performance Assessment and Evaluation System for the Civil Servants in Tianjin Environmental Protection Bureau has been set up initially.
