With the development of market, reform and open to the foreign countries, the public sector of China has made great achievements on the selection and enrollment system through institutional innovation. However, due to its intervention in macro-economy and monopoly on providing the public service, the public sector has gradually evolved into a reactive system, without considering the skills and potentials of staff and predicting the performance to candidates. Therefore, the current system cannot meet the organization's requirement in absorbing the talents to sustain competitiveness. And it is necessary for the public sector to process a crisis consciousness and strategic vision, and establish a new selection and enrollment system based on competency, which will connect the individual characteristics to organization's strategic goals, and select the right candidates according to their skills and potential competency.Based on these, the paper reviews and states the current situation of primary civil servants, and attempts to put forward the new selection and enrollment system on the competency, thus to provide a beneficial reference to the public sector.
