With the development of society and economy in our country, legalrelations in social activities are more and more complicated. The publicplace's supervisors of hotels, malls, banks and others related,or the massactivity's organizers have not performed the obligation of safety guarantee,and recently hurt more and more people .We can find lots of differentviews on this matters of law. The Tort Law of the People's Republic ofChina was enforced, at the same time, more and more new disputesaroused and we can see this legal system from some new angles of view.They will no doubt improve the phenomena that judges have differentunderstandings about the obligation of safety guarantee and courts givejudgments with different reasons and results.
