Improvement Of The Issue Of Rural Medical Security System In China

The goal to achieve socialism and a harmonious society has been proposed explicitly in the Sixteenth Party Central Committee. The core of a harmonious society is justice, democracy and law system , stability and orderness , honesty and affection, full of vigor and harmonious coexistence between people and nature. To establish a perfect Rural Medical Security System, ensure farmers'health, protect farmers'right to live and develop ,and to well protect and develop farmers'essential benefits ,those above are undoubtedly the significant part for the establishment of a harmonious society. In 2003, we established the medical security system aiming at the farmers in the rural areas ,the peasant masses got rid of the dilemma in which they lived without any medical security system since 1980s, and the health security condition has improved greatly. However, since our country's special national conditions in the early days of system building the newly founded rural medical security system has its weaknesses, such as legal system's lagging ,the difficulties to raise fund, high expenses of medical care; the long torturing farmers problem of getting difficulty of medical service and high cost has been solved effectively after the establishment of the medical security system; the case that farmers being poor or return to be so because of illness come about unabatedly, the health of farmers is still one of the big unstable factors affecting rural social problems ."Stability of the world security in rural areas", there won't be a harmonious society in the massive rural areas without proper solution to the rural medical security system which involves the majority of China's population , the socialism and a harmonious society is just the Utopia among our anticipations .Therefore, only by improving the short part of rural medical security system in the practice of accomplishing urban and rural social development ,can we improve the stability and sustainable development in rural areas, and thus improving the integral harmony of the society. It appears urgent and necessary to perfect the Rural Medical Security System.This essay is divided into six parts. The first part mainly introduces the basic rural medical security system, including its definition, characteristic and meaning, the basic content of current rural health care, as well as the necessity of improving rural medical security system.
