In late 80's last century, the bonded areas in China were established by referring to successful experiences of international free trade zones. The bonded areas having distinct Chinese characteristics are the most open economic zones under custom's special supervision. At present, there are 15 bonded areas in China. After over 20 years'development and construction, remarkable achievements have been made, the bonded areas became a good example of China's opening up and being in line with international conventions. Through many years'development, the bonded areas became a predecessor of opening up and classic model areas gearing to international economy. However, with gradually deepening of world's economic integration, especially after China's joining WTO, the bonded areas are facing more severe challenges.This study can be divided into four parts.The first part states the basic theory of supervision and control of bonded areas. Based upon analyzing the connotation and characteristics of China's bonded areas, the connotation of supervision and control and the contents of supervision and control of bonded areas are introduced.The second part states supervision and control legal systems of free trade zones in other countries and regions. On the basis of classifying concepts relevant to free trade zones, and analyzing and summarizing of these legal systems in other countries and regions, they can be reference for the development of China's bonded areas.The third part introduces the current status and difficulties of the development of China's bonded areas. Investigations about current status of China's bonded areas have been made to understand and analyze the difficulties of the legal system in the future.The fourth part is about improvement procedures and strategy of legal system for China's bonded areas. By analyzing the difficulties of the legal system, a basic improvement procedures and target pattern have been introduced. Based upon it, concert strategic methods are also introduced, such as raising legislation level, unified legal system and regulations for special cases, so that a complete legal system for China's bonded areas can be built.
