The Research Of The Shanghai Government Function In The Development Of Headquarters Economy

Under the background of economic globalization , new technology and information evolution,with the fast development of the cities and regions,the headquarters and the manufacturing bases of the enterprises begin to separate. The headquarters assemble to the central cities while the manufacturing bases gather to the low-cost areas. Under these circumstances, Headquarters Economy---a new regional economic formation has taken its shape. As an impetus of regional economic development, Headquarters Economy becomes more and more significant.As one of the most comprehensive competitive city in China, to ensure the sustainable development, Shanghai needs a progress mode of its own, the Headquarters Economy is the strategic choice for Shanghai to apply the Scientific Outlook on Development, upgrade industry structure and function, bring about the co-development along the Yangtze River and achieve the sustainable economic society.Although the Headquarters Economy is base on the market economy, government plays an indispensable role according to the practice both at home and abroad. How the government functions in the Headquarters Economy is the key topic of this thesis. Chapter 6 analyzes the problems and points out that the main tasks for the government in playing positive role of promoting the headquarter economy are scientific planning, development environment optimization and regional cooperation strengthening and so on.
