As human resources is the first resource, talented people appraisal should be carried out in order to fully explore and utilize human resources. This thesis conducted throughout study and analysis on the establishment of talented person appraisal system of China Guodian Corporation through researches on the current situation of domestic and foreign human resources exploration and on human resources practice of electricity generation companies after China electricity sector reform. Main contents of the thesis include: putting forward a point of view of that talented person appraisal is the premise and basis for the exploration of human resources; putting forward a design method with different layer and categorize evaluation for electricity generation companies; through duty and responsibility analysis and overall quality analysis of operation management talents, putting forward appraisal index designing principle, process and method; putting forward further the establishent of comprehensive index system of operation management talents appraisal. The whole appraisal index system is characterized by relativity and dynamic with quantitative and qualitative standard. Application analysis has been conducted in the thesis on an example — one of China Guodian Corporation's subsidiaries in Northeast China - through a synthetic appraisal mathematic model built on fuzzy mathematics.The research results of this thesis has guidance function to some extent for electricity generation companies and they could also draw on the experience of it.
