Middle-and-small enterprises have been an important part of world economy, not only in advanced countries but also in those new-industrialized countries in East Asia and those developing countries in Asia, Africa and Latin American. They are playing an important role in stabilization of economy, increase of labor employment, developing foreign commerce, technology innovation and impelling local economic development. However, as the bottom of the whole pyramidal structure by all kinds of firms, different middle-and-small enterprises have different fates. Many come into being each year while many have to be eliminated through market competition, and others become large ones after going through brutal competition. Why does this phenomenon exist? Some researchers think that the key element of whether a middle-and-small enterprise can survive is not economic environment or market but its internal management. The author agrees with this opinion and he tries to present a way to build up a suite of effective drive mechanism for middle-and-small enterprises. The paper's main contents are as follows.Some details about a middle-and-small enterprise, for example, its definition, features, types and importance, are first given in Part II. In this part, early middle-and-small enterprises, especially those small ones, are emphasized. Part III introduces this paper's theoretical base and way to reference to. In this part, different drive mechanism theories and thoughts are discussed. And some frequently used-methods are also presented. In Part IV, the author creates a management- drive model which concerns some essential factors with drive's emergence. Part V analyzes these factors based on the model. And Part VI gives a suite rational, scientific and effective drive mechanism form six aspects, such as corporate culture, work attendance, shareholders' right, marketing, part-time workers drive and enterprisers' drive.
