The relationship between the attributes of the public authority and minors' rights to receive education will not only produce impact to minors' rights to receive education but also possibly lead to the invasion of minors' rights by the public authority. The public authority could invade minors' rights to receive education directly or indirectly through the school system and it's activities. The educational system design the inappropriate dealing of specific issues the vague division of the responsibilities of the internal and external administrative power and the over emphasize on the administrative efficiency are the major factors that contribute to the invasion of minors' rights to receive education by the public authority. We have to address the substance and the procedural issues in the inhibitions of the legal redress.
