Through the research on the relationship of farmers' risk, strategy and the institution change in agriculture field, we found that there 's some rules on the institution change which connected with risk, and then we deduce a general institution change model from the farmer model.When we study on the farmer model, we consider that the main risk of farmer can be classified to the ability of sustainable development and the ability of risk taking, while the risk coping strategies of fanner included an introversive strategy and an extroversive strategy. Through the positive research, we find that in the last 20 years, farmer's risk in China increased continuously, meanwhile, the introversive strategy sink into the predicament, which makes farmer turn to the extroversive strategy. Here we know that the core reason of the phenomena of "SanNong" is the demand of institution change, which is induced by farmer whose extroversive strategies try to change the existing rules. This is our first step to know how the risk and strategy can make the change of institution.The second step is to understand the relationship in human being' history. We redefined the risk is an evaluation of the ability of human being to coping with the natural resource scarcity and competing with others. While, human being's risk coping strategies includes the specialization, cooperation, and technique progress. The collection of these strategies makes the social institution. The power of institution changes is the change of risk or the change of human being' technology. Only the competing of strategies can help us to control where the institution goes.At the last part, we discuss of the governments' function in the change of institution, and give some words on the policy-making of agriculture.
