The conflict among political interest groups plays an important role in the decision-making process. And the political power of these groups is derived from their different economic interest. Thus, in order to understand the outcome of policies, we should take the decision-making process as a result of mutual conflict, restrict, compromise among different interest groups and focus on different groups' political power in the decision-making process.In this paper we argue the interest differentiation pattern in our society which affects the policy outcome, and discuss the change of grain price policy since the beginning of the open and reform policy. Then, the Political Preference Function is applied to study the rice price policy-making process, in order to weigh the political power of producers, consumers and government in the policy-making process.The empirical result shows that, with the advance of the market economy system reform, the weight of rice producers goes up and that of consumers goes down instead. It is found that consumers are still able to exert greater political pressure. The result also shows that the government shares certain weight to some extent because of its self-interest pursuit.Therefore, the government ought to take producers' interest into account when making grain price policy, and to deal with the relationships between public interest and government's self interest. At the same time, farmers are expected to enhance their abilities to produce political pressure.
