According to the theory of development economics, The arrival of one country or the regional economic growth depends on to a great extent how the country or the area solves the problem of capital sources well and depends on the ability of accumulating the capitals and the ability of introducing the outside capitals. The question of the capitals has very important function in implementing the strategy to develop western regions, out of such consideration, this thesis is studied and the topic is decided as A Study of the Capital Question in the Development of the West Regions in the Inner Mongolia Autonomous Region as the research object, using the theory of economic growth and the methods of real example analysis to analyse ,since the reforming and opening of the Inner Mongolia Autonomous Region ,the function characteristics of capital forming and the investment in fixed assets, to analyse the relation between capitals and economic growth. On the basis of analysing, it draws five important conclusions: First, the higher deposit rate and forming rate of capital have offered the capital sources for national economic growth .The phenomenon of insufficient transforming ability has appeared in the course of transforming deposits into investment. Second, the small aggregate investment and the slow rate of fixed assets is the factor that is restricting the regional economy of Inner Mongolia to develop fast. Third, the development of the capital market of Inner Mongolia is slow, the direct ratio of the resident investments is small , which have influenced the investment in fixed assets to increase fast. Fourth, the benefit of industrial investment is relatively low, its proportion in the investment in fixed assets is dropping. Fifth, national debt investment has played important function in spurring the economic growth of Inner Mongolia.Chapter four and five tightly centres on the conclusions and questions in Chapter three. includes items of content : trying to increase by a large margin government investment; improving the investment climate, creating the favorable conditions for...
