This article takes the matter of solving the problem of difficult financing facing small and medium-sized enterprises as a start point, makes the founding of credit grading system special for small and medium-sized enterprises as a breakthrough, by analyzing the defects of present credit grading index system for small and medium-sized enterprises, according to their characters and actual condition, in reference to the theories and practical experiences of credit grading system used by international and domestic countries, revise and perfect the present credit grading index system adopted by commercial banks, establish a set of credit grading index system special for small and medium-sized enterprises. This index system emphasizes on reflecting the small and medium-sized enterprises, developing and creating capabilities, meantime accompanied with some indexes such as the analysis of cash flow and performance of agreements and so on, try to evaluate the small and medium-sized enterprises, credit state completely and authentically, and solves the problem of unfairness of financing credit grading encountered by small and medium-sized enterprises.
