Since the 90s of the last century, with the rapid development of IT, particularly the generalization and application of the Internet technology, E-government has become one of the most important fields in modern informationization. E-government has rapidly been laid on the political agenda of all the nations in the information society and has become the important forming part of the national strategies. With the deepening of E-government construction, the importance of the benefit of E-government has become the focus in the development of E-government.IT outsourcing in the enterprise informationization has led to the good effect of the promotion of efficiency, the cutting down of institutions and the reduction of expenditures and has given good enlightenment to E-government construction from the angle of economy, benefit and efficiency E-government is a very professional field, it is impossible for the government sectors to form an independent team to explore and maintain the E-government IS from both the functions and the systems. E-government outsourcing has been widely adapted by the developed countries. In order to promote benefit, it is inevitable that the E-government construction in China is finally in the outsourcing mode.It is considered by this thesis that the E-government outsourcing idea and nature is not systematically realized in China currently. The common sides of enterprise outsourcing and E-government outsourcing lie in the solution of main energies in order to improve thebenefit on the whole. Due to the strategic importance of E-govemment and the specialty of government as the public sector, the nature of E-government outsourcing is to transit the focus of E-govemment construction functions to the better performance of the public responsibilities assumed so as to radically promote the benefit of E-government on the whole. Because the relation between the government and the enterprise in the modern juristic relationship is involved in E-government outsourcing, the transition is further complicated, and needs comprehensive application and operation of correlative managerial ideas, statutes and institutions, managerial techniques. This thesis pointedly puts forward the hypothesis of managing the outsourcing E-government projects with the method of administrative contract and brings out systematic dissertations.There're 3 parts in this thesis: theoretic pectination (part 1), bringing out and demonstration of hypothesis and correlated dissertations (part 2), the operation of the method (part 3).I. What is studied in this thesis comes from the practice of public administration, but in the government contract the position of the two sides in the modern juristic relationship is involved. So it is quite necessary to pectinate the correlative study fruit from the intercrossing angle of public administration and administrative jurisprudence. The administrative contract acquired new development in the process of public service marketlization, and its main aim is more definite. But for long study on the two has been in the respective fields of public administration and administrative jurisprudence. And then the concept and legal characteristics ofadministrative contract are comprehensively cited. At last, this thesis analyses the roles administrative contract plays in innovating the means of public administration.II. This thesis further analyses the core function that the modification of the assumption of general contract by administrative contract has, and analyses the E-government outsourcing in the developed countries and gains enlightenment and then puts forward the he hypothesis of using the managerial method of administrative contract in managing outsourcing E-government project. Then demonstrates the administrative contract nature of the outsourcing E-government contract as the gist in management. After the nature is identified, expound the concept of the outsourcing E-government project contract. And its characteristics are further analyzed.III. In the part of method operation, the potential risks in managing the outsourcing E-government project with the method of administrative contract are put forward, and the pointed institutional preparations are analyzed and expounded, and the decision framework, which is the core on the level of the operation of managerial techniques is discussed.The E-government construction involves great amount of investment and carries profound strategic importance.
