The Government-sponsored institution in China is the result of the planned economy. It is the gathering area of all sorts of personnel. It plays an important role in China's economy and Social development. There are quite a lot of problems in the development of Government-sponsored institution. But the most important problems are personnel system and mechanism. If we don't reform personnel system, internal operation system and management system. It will be difficult for us to divide the policies duties, personnel employed freely, personnel choose the institution freely and new government supervising system. This article is a review of the reforming period of Jilin Province in recent years, its main subject is to discuss the objective of institutions'personnel system reform in Jilin. It will help to offer the opinions to the personnel system reform of Jilin province. There are four parts in the article. The first part will introduce the concept of the government-sponsored institutions and the necessary of the personnel system reform for institutions; the second part will make a review of the history and explorations of the reform; the third part will explain the steps, achievements and problems of the reform; the fourth part will offer some suggestions to the reform. Part I The concept and the necessary of the personnel system reform for institution In China the concept for government-sponsored institutions is the non-profit organizations, which operated and supported by the government, they offer the services to non-substance and related labor. This part analyze the necessary of the personnel system reform, it is the important idea of "three representatives"which carried out the reform, it is the request for civil servants system reform; the request for pulling the strategy of North-east Industry Base development, quickening the construction of the related-rich society and providing the guarantee for the personnel, also the request for increasing the power and the energy of the institutions, making the progress for the development of institutions. Part II Review of the courses of the personnel system reform for institutions The structure and personnel system reform conference held in 1995 set up a new beginning. The reform is special at the employment system, it bring a revolution to personnel system. There are three courses in this revolution; the course from 1995 to 2000 is emphasis on the science, education, culture and sanitation reform, course from 2000 to 2002 is emphasis on the experimental and complex adjustment reform, the course after 2002 is emphasis on government-sponsored institutions'reform. This part analyzes the practice of the government-sponsored institutions'reform, gives out the suggestions to the employment system. Part III Steps and problems of the personnel system reform After the third meeting of the No13 central meeting, there are a series of reform for personnel system, a set of ideas have been built up, that is: the first hand leader of the institution will bear the duty, make the personnel management openly, carry out multiple employment ways according to the competition rules, complete and adjust the technology and position employment system, make the reform of establishing and developing staff system. This part points out that the current personnel system for institutions though has gain achievements since the reform still get a lot of problems, the institutions are lack of self-independence in hiring personnel, competition rules and problems in deepening the reform; the reform is not totally outspreading, as how to set up positions wisely; how to complete the distribution system; how to deal with the unemployed personnel and society security problems. Part IV Policy suggestion for the personnel system reform of government-sponsored institutions Begin with the staff employment and distribution system, develop the government-sponsored institutions personnel system reform, other reform will follow. It is the basement of concentrating on the staff employment as to build up the position management.
