Under market economy terms,the activity of reconnoitering and exploiting of commercial mining industry will go on by runing minimg right. Foreign ownership and property of mineral resources have been introduced about natural and economic attribute of it.The development of different period mineral reconnoitering and exploitation of our country is reviewed .The theoretical issue concerned of mining right has been analysed especially.It emphasized the assets attribution of mining right .Moreover,it put forward the concept of mining right ownership.It has described the questions,such as value,the forming of economic relation and relevant subject while circulating to mining right,etc.Furthermore,,it didn't only analysed the present situation and the existing problems but also put forward the policy suggestion about ore market of our country.On this basis,it analysed the necessity and superiority of the ore right securitization for the endogeny defect of the tangible mining right market.It has proposed the mode of the mining right securitization and the strategy , "three runs on foot",which is imagined to the thing that our country implemented the mining right securitization.
