The government raises the pressure of enlarging the performanceincreasingly; raising the civil servants'performance level is the initialpath that alleviates the government pressure. Along with the deepinvestigating of performance management, the contextual performancemanagement must pay attention to two kinds of recluses completely.But the research of civil servants'contextual performance managementin our country still exists the imperfection. This text take the contextualperformance of civil servant as the research object, study the meaning,characteristics, function, the original motive, the management corpus ofcivil servants'contextual performance management, fulfill the theoriesfoundation. Through analyzed the problems of civil servants'contextualperformance management in our country,we found there are twomistake tendency, excessively exaggerative or neglect the civilservants'contextual performance, and civil servant Contextualperformance assessment lack science system and the norm management.Through the connection analysis between the problems, a most reasonis lack science civil servant assessment system. In the article, the authordesigns the system of civil servants'contextual performance assessment,Inquired the purpose, principle, method, corpus, procedure , the factors,standard of civil servant contextual performance, use analytic hierarchyprocess(AHP)method to ascertain assigned weights of the factors,andestablish the fuzzy assessment model(FAM),then give an example toshow the applicable method of the model. At the end, the articlecombines the characteristics of the civil servants'contextualperformance, designed the civil servants'contextual performancemanagement model, and emphasize the information analysis,Communication, examine and guidance etc.
