On Perfecting Election System Of Village Committee In China

In China rural areas, the election of village committee is an important mark to start Villagers' Autonomy, which is a kind of village-governing model. And the election of village committee is the foundation and premise of the Villagers' Autonomy. In the past two decades, the election of village committee has been the election model with the highest democracy. The system of village committee election (short for SVCE) is the floorboard of the rules and principles which supervise the election of village committee .It includes:the mode of election,the qualification of electorate,the nomination for candidate,the election procedure and the election relief. SVCE is an important part of national election system and a manifestation of national democracy at the basis level in China.The target of SVCE is to standardize the procedure of the election of village committee.At the same time, the villagers can express their own sincerity inclination and exert the democratic right through the legal procedure and manner. However, with the development of villagers' democratic consciousness, more and more problems occur in the election of village committee. Based on the enforcement of the present election system,the thesis probes into the reasons why the election predicament occurs in the course of election and the existing problems involved in the current election system: disunity of system; disharmony with other regulations; lacking effective supervision and relief system.And the thesis attempts to find out the way to perfect SVCE in the light of the defects existed in the system. It aims to solve the following problems: 1. To draw up a special electoral law suitable for village committee. 2. To standardize and unify electoral procedure, i.e. to define candidates of "without-a-definite-candidate" election system; to introduce election mechanism; to design a scientific way of polling; to perfect recall, by-election and resignation, etc. 3.
