Financing Modes Research For Highway Construction In GuiZhou Province

Guizhou is an inner-land province; therefore the road traffic plays a significant role in the provincial comprehensive transportation network. Since China's 20 years reform and opening up to the outside, Guizhou road traffic has made a substantial development. However, at present, it still can't meet the provincial social and economic development' need. Hence, it has become the bottle neck to Guizhou social and economic development. "The 11^th five-year Plan" period will be a duration for a tremendous development of Guizhou road traffic, especially highway. In this period, enormous construction fund requirement will conflict with weak financial capacity of Guizhou province. The purpose of this study is to find out a financing thoughts and financing mode for highway construction suitable for Guizhou Provincial reality.Based on computing the discrepancy between investment requirement and supply of Guizhou highway construction during "11^th Five-year Plan" period, the paper analyzes in detail the sources of current Guizhou provincial highway construction fund, status of main body of investors, and the problems exiting. It also introduces domestic and oversea investment and financing theories and main financing modes for toll road. Then, taking the reality of Guizhou Province into consideration, it focuses on examining the applicability of various financing modes to the problem of Guizhou highway construction financing. It points out the crucial problem of Guizhou highway financing and the most suitable market financing mode for it. At the same time, it puts forwards detailed suggestions as to the cultivation and development of Guizhou highway market investment main body, and it elaborates on the operating essential points of several practicable financing modes occurred in Guizhou highway construction. At the end of paper, it proposes policies, counter-measures, and recommendations as to this problem.
