Infrastructure in the rural community is an important material capital regarding rural development. However, the infrastructure in the rural areas of China lacks steady supply under the institutional backgrounds such as the individual household responsibility system, the peasant's self-rule system, the reform in ownership of the Township-Village Enterprises, and particularly the rural taxation reform. This supply shortage restricts seriously the sustainable development of rural community. The main cause for this shortage is the absence of a corresponding, rational supply system. Therefore, it is necessary to set up a rational supply system for cost allocation and a good supply decision system with a low transaction cost and a high efficiency.This thesis used institutional economics and theories of public goods, transaction cost as well as public choice to study the supply system for cost allocation and the supply decision system of the infrastructure in rural community, analyze the characteristics of the infrastructure and the new institutional backgrounds from the perspective of both non-institution and institution environments. The performance and problems of existing supply systems are presented after extensive survey and case study. Some policy and institution to improve the supply systems have been suggested.
