In essence, the three basic intensions of the theory of sustainable development:development, coordination, and sustainability are insisted in the people first and overall, coordinate,sustainable scientific development view. The presence of scientific development view is Chineseacting-response to advance the global sustainable development, and is the correct select to copewith various challenges and risks properly which will likely meet with during the crucial period ofthe development of Chinese economic society, and is the inevitable requirement of the constructionof the well-off society in the all-round way, and is the sublimation of human development idea. Inthe scientific development view, the developmental goal of "people first"is emphasized, and threemeasure scales: development degree, coordinative degree and sustainable degree are put inprominently, and a new guide for the effect appraisement, value orientation and mechanismrectification of regional development is offered, and a new question of discussion on the practicalapplication and the theoretical depth of the appraisement research on regional development are putforword. Under this background and framework, reviewing and comparing the development track ofthe past 25 years in Shandong province, six strategic countermeasures for the development of thefuture 15 years are put foreword. The thesis is divided into six parts.The first part is the introduction. In this part, the background, meaning, and domestic andinternational research status quo of the research are summarized, and the basic ways of thinking,innovation point and the key problems to be solved are pointed out.The second part is theory basis. The research is mainly based on three important theories. Thefirst one is the theory of sustainable development and scientific development view, which is the firststaff gauge of the model construction and the review of development track of Shandong province.The second is the Chenery industrialization standard pattern, which is the theoretical basis of thebasic orientation of the development stage and the features of Shandong province at present. Thethird is the Rostow theory of economic growth stage, which is the basic reference theory ofdiscussing development countermeasures in the new taking off period of Shandong province.The third part is the research technique and the model. With the guidance of the theory ofsustainable development and scientific development view and the help of mathematics analysisfacing regional develpoment process, under the four token principles of time sequence, spacesensitivity, index integration and tendency predictability, twelve comprehensive and representativeindexes from the three function dimensions of development degree, coordinative degree andsustainable degree of the regional development system are selected, and the regional developmentindex model of province-level regional development track is constructed, and its scientificness andreasonability are validated with statistical method.
