Research On Relationship Between Government And Society In The Process Of The Socialist Modernization

In the process of socialist modernization, the relationship between government and society is an important topic and it is also a big problem referring to the social reform and development. Though observing the historical track of the development of government and society, on the basis of analysis of the normal theory of the relation of government and society to find the ideal format, it's a very important leading significance on how to build socialism.Under the planned economy and the single public ownership system, government and society became a unity completely, and all the actions of economy and society were under the control of government plan and the administrative power, which promoted the government plan.On the side of substance, government monopolized social resources directly; on the side of spirit, government made political, economical, and literal lives politicized and ideological highly, by means of politic mobilization. On the side of system, government controlled every person completely by means of Unit system and Status system, and then restrained the social running. As to the reasons of forming the format of "powerful government, weak society" with the nationalistic sigh, in my opinion, there are two kinds of logic in action. In the first place, the recognition of leaders at that period about what is the socialism and how to build socialism is confined. Secondly, the features of the later modernization from without call for a powerful government objectively.After opening, with the set up, development and perfection of socialist market economy system, the single structure of government and society under the planned economy system is displaced gradually by the dual structure under market economy conditions. The social areas controlled by government is decreasing, the power is weakening, measures are becoming legality and standardization; society has liberated gradually from the control of the national system, having the relative independence; social self-organization power increase gradually; individual right is developing; folk organizations spring up. The situation of the government monopolizes all social resources and controls all political economic literal power has great improved. Dual structure of the government and society separately has existed initially in our country.According to this paper, "powerful government, powerful society" should be the best choice of the relationship between society and government .The relation model can ensure not only social independence and autonomy, but also to bring into full play of government's all duties on the side of social overall benefits without affect market system's running.
