Study On The Urban Land Purchasing And Storage System In China

In order to regulate the land market and provide it with more urban land, most of cities in China have established the system of urban land purchasing and storage, which plays a significant part in regulating and developing the urban land market, invigorating the existing urban land, increasing revenue for the government and implementing urban planning. In this paper, the author probes into the connotation of the system, its characteristics and the theoretical foundation it is established on, analyzes the background against which it was instituted and elaborates the status quo of its operation and the positive roles it plays in promoting economy. On this base, the author further argues that, taking the current national situation into consideration, the government-guided mode is the most practical one by comparing three alternatives. With the existing problems in the operation of the urban land purchasing and storage System, the author concludes by proposing that the system should be integrated by improving the system of law, seeking more channels of capital-raising, distributing land profits properly and reforming the ways of providing land.
