Whether it designed reasonable or not related the rights of both parties directly. Currently low income family is still very big in our country.They have no money to purchase the house and have to lease the room to solve the demand.Because the renter of house is usually weak on the economy. It's rights is subjected to be violated. Therefore we should give special protection to the rights of the house renter.Currently the law of house lease is rougher.It still exists many dislocated place.The concern of the renter's rights is still not enough. The law lays particular emphasis on the protective of the renter's rights in the priority to purchase the house and the transaction does not break the leasing. This text will adopt the comparison method and make use of the basic theories of civil law and economic method. Currently the renter pays security deposit is very widespread.But the law has no explicit provision on the use of the security deposit..It cause the security deposit is usually very high in practice and make the benefits of the renter is subjected to be damaged.Therefore our country should draw lessons from the foreign advanced experience to give restrict of security deposits.It can alleviate the renter's pressure of economy.Our law have the priority to purchase the room.But have no the priority to rent the house.This text thinks that the renter should possess the priority to rent the house. Its more important than having the priority to purchase the house.Because the possibility of the renter to buy house is not big.The most parts of renters do not needto have the priority to purchase the house.lt needs a stable leasing power. We should made the priority of rent the house as legal rights.lt can mainten the stability of rent relation and reduce the waste of wealth. It have the more realistic meaning, we should give strict restrict on the contract relief power .Because the renter is usually in the weak of the economy.lt is forced to delay pay rental.If the leasehold does not urge to tell to relieve the contract then it will make the renter forced to leave home and wander about and resulting the society unsteady.Therefore we should request the leasehold urge to tell if the renter delay to pay the rental .If the period expires it can relieve the contract.This thesis is divided into three parts:Foreword,text and postscript.The foreword part mainly introduced the purpose, motive and meanings of this thesis .The text is divided into four chapter:The chapter 1 introduced what rights the renter have in our country.The chapter 2 mainly introduced the special protection that the renter have.
