State sovereignty is one of the general principles of international law. International environmental law should comply with the principle, however the principle is also developed, that is state environment sovereignty shouldn' t damage to external environment.Nowadays the study on the state responsibility of trans-boundary marine environment damage is a hot spot. The paper firstly analyses the general issues of the state responsibility of trans-boundary marine environment, then raises different imputation principles and component condition. Lastly, the paper proposes a new system-international environment liability funds. The author hopes to find a feasible way to solve the problem of the state responsibility of trans-boundary marine environment damage.
