This thesis reviews the creation of the Agreement on TRIMs Agreement in the Uruguay Round, analyzes its development in Doha Round and Cancun Conference, and predicts its prospect. We use a comparison study to analyze the development of TRIMs Agreement in different time periods and the different viewpoints of the major counterparties with an emphasis on their conflictions on opinions and interests. Last but not least, a conclusion is drawn that the TRIMs Agreement will progress with obstacles and improvements. China is the second largest capital importing country in the world and the largest one among the developing countries and, hence the development of the TRIMs Agreement is crucial to China. Given that the negotiation on TRIMs Agreement involves great conflictions on interests and viewpoints between the developed and developing countries, it is critical for China to have her own strong point of standing, in what her national interests are thoroughly reflected with the consideration of other opinions. We wish to provide supportive knowledge for China in terms of forming her standpoint in the TRIMs Agreement negotiation. We propose some design ideas for the content of the Multilateral Investment Framework and draw three suggestions for Chinese negotiation in the TRIMs Agreement.China is the second largest capital importing country in the world and the largest one among the developing countries and, hence the development of the TRIMs Agreement is crucial to China.
