Research On Application Of Crisis Management To Inland Water Transport In China

Crisis management has been a newly coming science subject to whom attention be paid by international and local experts. Especially, after "9.11" attack in USA and "SARS" epidemic situation in China which bring great influences to social affairs, how to deal with crisis affairs break out irregularly has become a common disputing issue concerned by the society, also an important subject of government and industry managers.As for transportation itself, safety and dependability are the primary content among the analysis of transportation planning and management. Whether the transportation system can be operated efficiently or not depends on the ability to resolve crisis affairs except for reasonable and slandered design of transportation operating system. Base on the consideration about special industry characteristics of transportation and the possibility of confronting crisis affairs, the improvement of ability to resolve crisis affairs is the first guarantee for safety and dependability of transportation system.During past decade years, our country had been suffering from shipping accidents heavily. According past data, in 2001, there are 645 inland waterway shipping accidents, 490 dead, 20 vessels sinking, and the direct loss had achieved 164,722,700 yuan. The slow reaction speed and inefficient handling method as the main factors in handling shipping accidents lead to extra damage caused by shipping accidents.This paper will put forward to an appraising model and a serial of management advices in order to prevent and handle shipping accidents efficiently.
