There are ups and downs in new China economic construction, with its versatile institutional changes. The violent changes of institution during the twenty years of reform and opening to the outside world is the lasting of institutional changes in duration of test of planned economy in the past thirty years. Unable for planned economy to go on_leads to the reform of market orientation. The path of institutional changes determines the reform's strong advance gradually in due order since 1970's. China's economic development and institutional changes is carried out under the government's strong involvement, so surveying the path of China's urbanization with visual angle of institutional changes will enable us to see the logic of its own evolution more clearly.Chinese traditional urbanization path originates from planned economy system and the strategy of giving first consideration to developing heavy industry. The priority of heavy industry and large cities is the initial condition of institutional changes of China's urbanization. Urbanization is locked in ineffectiveness and solidified by the combined effect of scissors difference in prices between industrial goods and agricultural products, household register system, city employment system, rural collcetive economyproperty relations, etc. These different systems are mutually dependent, interleaving and supporting, delaying China's urbanization.Twenty years' reform and opening to the outside world yield the fullest function to speed up urbanization, but the path of Chinese urbanization has some obvious dependency, affected by a set of dependent institutional arrangement of barriers between town and country. With the grownup of township businesses, rural industrialization promotes rural urbanization of small towns, throwing the urbanization path with Chinese characteristics into the new endeavor. But small towns not only carry on the extensive economic development, and small towns split flow external migration of rural population, objectively delay the urbanization of population migration. Limited by special systems, theurbanization of small towns can't change anything, instead, intensifying the fact that Chinese cities are in small size, without fully developing their function and with shortage of city supplies, which is the typical behavior of Chinese urbanization path's dependency.The proposal of shunting economy to market and pursuing new industrialization symbolizes the switch of Chinese industrial strategy on the premise of new market economy, A series of institutional arrangements surrounded by new industrialization will relatively decide on suitable urbanization path. Based on further economic development to higher level and build-up of corresponding social knowledge, when traditional urbanization path reach to a transition point, due to the indistinct performance and conflicting with the new industrial strategy, leading to exaggerating conflicts and systematic unbalance, it is likely to induce the new path and systematic circumstances its development depends on according to the implication of the new strategy of industrialization, thereby applying style changing nations' forceful administrative power to directly issue relative decrees^ guiding principles and policies, carry on the impressments of substitution of Chinese urbanization path, so as to break down the slow development of Chinese urbanization system changes on ineffective path, in a institutional frame of compatibility, reducing the cost of industrialization^ urbanization institution conflicts, increasing institutional supplies, strengthening the promotion of Chinese urbanization replacing path to new industrialization during the mid-stage of industrialization, in the new round of good interaction of industrialization and urbanization speeding up the realization of new industrialization strategy and propelling the social change of China from a traditional agricultural society to a modern urbanized society.
