With the coming of new century, the relationship cross- straits has changed greatly. 'Taiwan Independence" force expands rapidly. The candidate of Taiwan Democratic Progressive Party-Chen Shui-bian assumed the reins of government in 2000 by democratic election and got reappointed successfully. Chen Shui-bian makes full use of his reigning power to promote some "Pro-Independence" policies, such as: de-China, "referendum" on writing a new "constitution", renaming Taiwan and opens his timetable. The situation cross- straits is being pushed to the brink of danger.With this situation home and abroad as background, by using the theories of Realism, Interest and Power Balance, this dissertation analyses the strategic aims of American & Japanese indulgence to 'Taiwan Independence" as well as interference in Taiwan affairs, concrete tact and present jeopardy, emphasizing on national strategic interests, combined with the process of how 'Taiwan Independence" force budded, grew, came into power and sped up the spit activities. This dissertation also puts forward some suggestions about how to deal with and make good use of American & Japanese factors in Taiwan problems to check" Taiwan Independence" and promote reunification of the motherland .
