The Contemporary Civil Technology Transfer To Military

It is from the recent several years that the civil technology transfer to military has been studied. However, most of these studies concentrate on just the description and superficial discussion of this issue and few of them are from the philosophical perspective. So to offset this limitation, this thesis attempts to investigate the contemporary civil technology transfer to military from a further theoretical level and to expose its law and nature.By using the relevant theories of technology transfer, this thesis firstly analyzes the participating factors of civil technology transfer to military and distinguishes the main factors during the transferring process, and then analyzes their influencing patterns.On this basis, this thesis analyzes the impetus mechanism of the contemporary civil technology transfer to military and finds out the impetus factors that maintain the contemporary civil technology transfer to military, which can be divided into external pull factors, external push factors and internal driving factors. It is through the interactions of these factors that the contemporary civil technology transfer to military progresses.Next, this thesis discusses the operational mechanism of the contemporary civil technology transfer to military: firstly, the construction of information environment is the presupposition of the transfer; secondly, the cultivation of technology noumenon by the government in advance is the important approach to promote the transfer; thirdly, the demonstration of feasibility and the previous experiment are the guarantee of the successful transfer; fourthly, the commercial purchase of the goods used by the army is the key of the realization of transfer.Finally, based on the above theoretical achievement, this thesis analyses the existing problems in contemporary civil technology transfer to military practice in our country, and proposes several countermeasures.
