New Situations And New Problems Study In Rural Areas After Abolishing Agriculture Taxes

The problems of agriculture were paid great attention since the reform of the taxes and charges in rural areas. To lighten the burdens on the farmers, a series of measures had been made by the government, from the experiment to the enforcement and the general strategy of the reform, which compiled with the work of the theory and empirical researchers. The cental government decided to abolish agriculture taxes and charges in 2004.26 province turned it into reality at the beginning of 2005. According to the direction of Prime Minister Wen Jiabao, at the second stage of the reform and development in rural areas, now is the time to accomplish the strategy of industries feeding-back agriculture and the urbans surpporting the countrysides. Based on the detailed investigation datum, this paper analyzed the reforming situations in Hanshou County, Hunan province, With the experiences of rural area's investigation, the author hopes forwand an effective measures and strategy to the junior government.Firstly, this paper analyzed the theory basis of the " Abolishing agnicalture taxes". Secondly, through the investgated datum and the accordances of abolishing agricultural taxes, it analyzed the realities, new situations and new problems and their causes of the reformation after abolishing agricultural taxes in Hanshou County, with some experts' point of view and the main policies and measures of agricalture taxes in foreign countries as reference. At last, the paper fowarded an series of countermeasures of simplifying the government stuffs and transforming government functions, removing the debts completely, solving the land contradictions and readjusting the industrial structure.
