The Study On Industrial Structure Adjustment Of The Northeast

It has been reported in the 16th of the Party to support the speed of the adjustment and reform of the old industrial base in the North East area; to support the continuous industrial development in the cities and regions concentration on resources explorations. That is the strategic decision and arrangement made by out Party when our country has stepped into the new development of modernization. By realizing the advancement of the old industrial base, it shows deep influence on the continuous, healthy and fast development of the national economy; on the harmonious development of the regional economy; on the strategic adjustment of the national economic structure and increase of the principal position of public ownership; and on the improvement of the international competition. To the point of the industrial adjustment, the papers tries to set forth the influence of the industrial change and some problems of the industrial structure in the Northeast area and finally brings out some corresponding tactics and suggestions. The passage is divided into five parts. It begins with the industrial structure and the related concepts, introducing the basic contents of the industrial structure adjustment theory. Then to analyze the present situation of the industrial structure in the North East area and the methods and enlightenment from the old overseas industrial base about their industrial structure change and finally give some advice to industrial structure adjustment in the old North East industrial base. The first part: concept of industrial structure and understanding of the corresponding concepts. In this part, it mainly explores the connotation of industrial structure; the difference between the industrial structure and market structure.; the difference between in industrial structure optimization and promotion; and the factors that can influence the industrial structure. The second part: influence of the industrial structure adjustment on the economic development. In this part, it discusses the influence of the industrial structure adjustment on economic development from two aspects: the theory and the meaning of the industrial structure adjustment. In the theory, it introduces two points of view about Marx's industrial structure theory and the industrial structure adjustment in modern Western economics: one view is the representative of increasing economics Simon, Kuznets, the other one is Luis, the representative of structuralism in developing economics. To the influence of the industrial structure adjustment on the economic development, it spreads the discussion from three aspects: economic modernization , way change of economic increase and economic internationalization. The third part: problem of the industrial structure in the North East. The present situation of the industrial structure in the North East can't be departed from the reasons that it's difficult to adjust the industrial structure, which are just the two aspects of problem of the industrial structure in the North East. First, present situation of the industrial structure in the North East: a lot of economic barriers in the North East have weaken the operating base of the market ; the incongruous of the industrial position and the irrational proportion of the industrial structure; the main structure contradiction of the macro-economy in the North East; the low degree of the industrialization and the specialization in the North East and facing three pitfalls: low degree inthe industrial structure, and disorder of the market. Second, reasons of the difficult optimization and promotion in the North East: factors of the resources; factors of the traditional culture; corresponding factors of the system reform; the lagging of technology level; factor of funds and service. The forth part: industrial structure adjustment of the old overseas industrial base and the enlightenment. With the great prerequisite of the advancement of the old industrial base and the characteristic adjustment of the industrial structure, it's necessary for us to appropriately take advantage of the successful foreign experiences. All experiences accorded with "Three-benefit"can be used to the old industry in the North East. First change of the old industrial district Ruhr in Germany and the enlightenment for the industrial structure adjustment in the North East. Ruhr has turned gradually from the coal-steel center to a new economic district with a combination of the traditional industry, coal and steel industry etc. and new industries develop harmoniously and the effects are obvious. Enlightenments from Ruhr: actively reform the traditional industry with high-new techniques and fasten the structure adjustment and the industrial promotion; the adjustment combined by government and market; set up the national industrial structure on the fact.
