Study On The Application Of Information Technology In Public Crisis Management Of Jilin City

Application of information technology in the public crisis management is a new mission that the governments at all levels in our country are facing. The purpose of the research in this paper is, by analyzing the limitations of the government's traditional ways of handling public crises and the advantages of the IT, to elaborate the inevitability and the importance of IT getting involved in the public crisis management. Based on the analysis of the present condition of the public crisis management in Jilin City, the paper makes studies and discussions on the strategies of using IT to deal with the public crisis, and predicts the prospect of the project. The paper is divided into three parts The first part elaborates, in five aspects, the patterns and functions of IT getting involved in the city public crisis management. First, it defines the concepts of public crisis and public crisis management; drawing on the opinions of the domestic and international experts, the writer puts forward relatively original standpoints. Second, it introduces the present condition of IT getting involved in the public crisis management, puts forward the concept of IT, and introduces several serious public crises that took place in the world in recent years, such as "9.11"in the United States, SARS in China, the tsunami in the Indian Ocean etc., and the positive role that IT played in them. Third, it analyzes the existent problems that arise when the government handles the city public crisis by traditional means. Human instinct, leadership, responsibility mechanism, equipment limitations result in the government's inadequate ability to deal with crises. Fourth, it elaborates the advantages and the functions of IT getting involved in the public crisis management. Using IT is advantageous to promote the openness of information, insure the people's right to know information; it is advantageous to perfect the emergency mechanism, strengthen the ability to handle crises; it is also advantageous for the resources integration, guarantees the quick and effective transmission of information. Finally, it introduces the means of IT getting involved in the city public crisis of management, which mainly include the Internet, geography information system, GPS, multi-media meeting system and disaster backup system. The second part emphatically analyzes the present condition and existent problems with the public crisis management in Jilin City. First, on the basis of understanding the general situation of Jilin City, it points out the latent public crises in Jilin City; it introduces the public crises that took place in Jilin City in recent years, including "11.15"and "2.15"fires, the floods in 1989 and 1995 and SARS. Second, to take the "2.15"fire as an example, it analyzes existent problems with the application of IT in the public crisis management in Jilin City. Third, it introduces the progress in the public crisis management in Jilin City, including contingency plans for the abrupt public affairs, establishment of the directing office for handling crises, normalizing the power for dealing with the abrupt public affairs, providing standard for the announcement of precaution information about natural disasters.
