Investigation Of The Method Of The Social Security For The Disabled Of China

The thesis consists of four chapters. The first chapter illustrates thestatus in quo of social security for the disabled of our country. The socialsecurity for the disabled is classified into five parts by most scholars insociety now, therefore I set out the status in quo of social security for thedisabled in fives parts, i.e. employment security, medical security, life andwelfare security, educational security, service security. The status in quoembodies both achievements and specific problems. The second part analysesthe problems with social security for the disabled macroscopically. Aftertwenty years ` development, many achievements have been acquired inhealing, medicine, education, employment, assisting the poor, cultureeducation, rights security, improvement of the social environment where thedisabled live, paving a way of supporting the disabled with ChineseCharacteristic and in line with the situation of our country. And theenvironment and condition where the handicapped participate in social lifehave been greatly improved with their quality and social participating abilityimproved. But we can see clearly that there are great gaps between the statusin quo and the anticipation of the disabled, the requirement of economic andsocial improvement and the level of developed countries. Now the prominentproblems with the people with disabilities are low income, difficultemployment, unchanged weak competitive power and weak tolerance.Therefore, it is a long-term task that the disadvantaged should be helped, thesupport should be given to the disabled and the level of social security for thedisabled should be improved. The thesis expatiates in the following 7 aspects:the government and society lack of support to the disabled, leg governmentlegislation and weakly enforcing the law, low-level and later social securityfor the disabled, little fund devoting to social security, not expedite channelsfor collecting money, the disabled thirsting for high-level human rights, thepublic not forming strong charity consciousness and social environment,disharmony factors in the social environment. The third part is greatlyfocused attention on by the author in the thesis. The method of the socialsecurity for the disabled is discussed in details in it. Now our country is in theelementary stage of social democracy with underdeveloped economy andwith the crucial task improving economy, where it is impossible that thesocial security system for the disabled can perform the high-welfare policyand the disabled are supported as in Western Countries. So the social securitymode for the disabled should be probed into in accordance with the situationof our country. In the present economical situation, the country and thesociety should assume the responsibility for the social security for thedisabled. Supporting the employment of the disabled should be as the center,inspiring the devotion of the country and the state and donation as a measure,family self-security as supplement, establishing perfect legislative systemsocial security for the disabled as guarantee to create the social atmosphere ofsupporting the disabled. The originality of the thesis lies in forming a fullsocial security mode different from the precious one and especially puttingforwards the methods and approaches of gaining social support by discussingin the following five aspects: improving the employment rate of the disabled,government devoting much, gaining social support, establishing perfectsocial security legislative system, creating harmony social environment. It isbecause of the elementary stage of the social support of our country that thetask is potential. And as it is underdeveloped, it has the tremendous space ofdevelopment. The feature should be seen in doing the work of the socialsecurity for the disabled. Accordingly the predominance that Association ofthe Handicapped are both common people and officers should be exerted.The Association for the Handicapped is to strive for social assist, to carryforward and spark plug traditional virtues of assisting the disabled and poorand humanitarianism, to promote enthusiasms of all walks, to mine socialresources and do well the social security work for the handicapped. How toinspire the enthusiasm of companies and individuals to denote in theconditions of present economy and policy of our country is a urgent problem.
