TO focus on and salvate the social vulnerable group is very important to balance the different interest groups during our country's economy changing time, to promote our country's economy and society harmony development, to realize our country's long time reign, to build up harmonious society .My paper ,by the numbers ,is written from the concept ,character and class of social vulnerable group ,through analyzing the composing and status quo of social vulnerable group, to discuss the necessary of focusing on social vulnerable group, and talk about the countermeasures of changing the vulnerable status of the. social vulnerable group The social vulnerable group is a core concept of the field of sociology ,politics ,administration managing ,social policy study , ect. It is a main concept to analyse the moden society economy interest and society power distrabution's unfairness, social structure's unharmony and unreason. There are many parlances of the social vulnerable group's concept in academe. Here we define the social vulnerable group as the social group who can't maintain themselves and their family the basic life level depending their own power and ability, who need the help and sustain of the country and society. It has three characters as below: it is the difficult group who themselves and their family life can't reach the basic standard that is approbated by the society; who can't change their vulnerable status depending on their power; if they want to change their living conditions, they need the. help and sustain of the country and society As normal, the social vulnerable group is classified as two kinds: physical and social vulnerable group. The first group are considered as vulnerable group has the obvious physical reason, such as children,the old,the handicapped; the second have the social reasons ,such as the poor peasants ,the people coming off duty,the jobless. In China, there are 60 million handicapped people. In the poor of developed area, the handicapped has above two-parts, in the undeveloped area, it has one-parts. Especially the ecomony changing time ,under the influence of marking ecomony, the handicapped's condition of job-seeking,living,education is to be anxious for. Poor is the reason to be handicapped ,and handicapped will aggravate it in return. Because of this vicious circle makes the handicapped be excluded from the social mainstream .At present, there is 1.3 hundred million old people in china, that equal to 20% of the world old people gross .During this special time ,some of the resource enterprises are closed down and some of the big and medium enterprises go bankrupt, it makes the supply of some retired employee's retirement pension and fee-for-service difficult ,the old who living in the countryside lack social security, our traditional big family pattern is changing to "core-family" pattern. According to china staff guild's Stat, there is 2000 thousands orphans .In recent years, because of all kinds of social reasons, the amount of orphan improve dramatically. The main countermeasure of solving this problem is to hold up the social welfare organization or to foster in families, however, the living condition and healing condition in institute is limited. During the time of planned economy changing to marketing economy, Country policies and society resources lean to economy develop. Along with the rural reformation is finished at the middle time of 80's,the villages and towns' enterprises developed to the end at the middle time of 90's,and the price of agriculture byproducts are decreasing continually, the vulnerable character of the peasants is becoming obviously. The income of the peasants has less relation to the agriculture produce, especially to the foodstuff harvest. At the beginning of 90's, the overplus labour force swarm into city, the amount of it is over 1 thousand million. In the city, these peasants' identity and social status is quiet special. Because of the exist of duality structure of the city and the countryside at the planned economy time, the peasants are based on an unfair social identity to enter into the cities, although they become an indispensable member of city economy and society function, they don't accept by the city officially, their interest and status aren't ensured.
