This paper introduces basic theories of manning at production line in automobile manufacturing company firstly, discusses work norm, manpower quota at production line, speciality and form of work organization, provides theoretic support for manning at FAW-VW assembly line. In chapter 3 the concept design of manning at FAW-VW assembly line is discussed in detail. With the methods of post manning, comparison and analogy, experience scale manning, manning according on organization, duty range and practice determine we deploy basic production personnel, management one, technical one, quality control one, logistical one, maintenance one and cleaner to ensure normal activity. The concept design process is discussed by lots of measured data, worksite management diagram. The problems and solutions which are found during new program implement are discussed in chapter 4. This chapter also discusses economic benefit and achievements after optimization with manning optimization actual example. The core of this paper is that the concept design of manning at FAW-VW assembly line solves the super burden which results from blind manning under the planned economy system, which marks the manning work on FAW assembly line enters exact manning age that TPS management advocates. During the program design and optimization FAW master the general manning rule at assembly line, and know the importance of continued improvement deeply, which have a good meaning for the follow new vehicle manning, set up new management idea of improvement to reduce cost and increase benefit, and boost the TPS management, enhance enterprise core competitive power.
