Contemporaneity enterprise management emphasizes that theultimateaction of persons with ability is more and more important.How to introduce the outstanding employee into our enterprise? Howto excavate the potential of our employee? How to assess theperformance of our employee? All these are the new requests that thehuman resourcemanagement needs. Human resource managementwants that every job can be assigned to the appropriate employee, andthat every employee can use his or her exertions, and that the job andthe employee can be collocated appropriately. But since long time agoit is an exigent issue to solve the question that how to collocate the joband the employee appropriately. In fact the employee assessment is awork that analyzes and appraises various constituent factors of humanresource. Basing on this work, human resource management can gaincredible and impersonal datas. And this work can provide referencedproposes for human resource decision-making. Employee assessmentis very important in human resource appraises, selections, assessmentsand trainings.In traditional human resource management, the managers oftenestimate an employee's performance by instinct, impression or by hisor her working-recordings mainly. These assessing means are notrigorous, systemic or scientific and tend to beget inaccuracy inassessments, and then affict the whole managing process.Modern human resource management requires the managersapply scientific assessing system to evaluate employee's competenceand performance impersonally and impartially. By assessment, theenterprise can realize automatization and openness in choosing andusing human resource, and help to put an end to inequity inappraisement. By assessment, the manager can find out how anemployee's competence fit his or her position, and find out his or herworking motivation, his or her character, and how these points matchhis or her working-development. Then they can realize a scientificappraisement in human resource management, and eliminate themalpractices in human resource appraisement, and help to make theemployees exerting their capacities.Modern technology of assessment can help the enterprise tocomprehend his employees and help the employees to comprehendthemselves, and find out the strongpoints and shortcomings ofeverybody, find out the advantages and limitations of them, and findoutthe disparity between an employee's competence and his position,even between his or her competence and the position's requests in thefuture. Thus the employees can exert their capacities and void theirshortcomings, realize their development themselves. At the same time,human resource assessment can help the enterprise to make plansabout the employees's development and training, it can also help theemployees to realize their developing foreguound. By assessment,enterprise can use employees's longpoints and keep away from theirshortcomings. Assessment can also provide foundation to enterprise'soptimization and regroupment. Enterprise can develop employees'spotency and offer systemic training to employees. Assessment can approximately apply such target system that canrefect an organization's value orientation and it's behavior standard: (1)education background; (2) society experience; (3) thinking ability; (4)observing ability; (5) memory; (6) analyzing ability; (7) judgingability; (8) imagining ability; (9) profession skill, etc. To a demestic aenterprise, it is a new and important problem thathow to design and set up a set of scientific human resource assessingsystem that fit the situation of China and speed up the enterprisedevelopment. This paper is based upon the basic theories of humanresource assessment, and through analyzing the assessing system ofChangChunChangLingFuJian Ltd, this paper discourse roundly uponthe important function that assessment work to human resourcemanagement. This paper is divided into five parts. The first part clarifies the studying background, the motivationand significance of this disquisition. It introduces as a whole thecontent and the structure of the paper. The second part introduces the basic theories about humanresource assessment and the human resource management, includingthe conception and functionsor assessment.
