Public Enterprise Privatization: Significance And Question

Public enterprise privatization has been for more than twenties years, and its achievements are remarkable. But there are some contradictions between the privatization and the "public" attribute of public enterprise. These contradictions cause the existence of some general problems in public enterprise privatization's theory and practice, such as the contradiction between the public goal and the enterprise' benefit, the contradiction between the efficiency of resource distribution and the society just, the contradiction of reasonable distribution between funds for consumption and for construction and so on.After knowing the meaning and the problem of public enterprise privatization fully, the text begins to analyse by taking Taizhou expressway as an example. There are important meanings in the privatization of Taizhou expressway , for instance, quicken the construction of expressway, promote the development of social economy, raise the construction efficiency. But there exists some problems and contradictions too, which can't be ignored, such as the contradiction between the efficiency and the fair in highway supply, the contradiction between the public goal and the enterprise goal, backward in legislation in highway, confused management systems and so on.The solution of these problems and contradictions will make public enterprise privatization, especially the privatization of expressway develop well. According to the reality, there are some ways to solve the problems, one is to return to fairness that is the basic method, the other are to perfect competition mechanism and standardize the government control that are effective ways.
