Research On The Question About The External Board Of Supervisors Of National Enterprises In Guizhou

National enterprises are the backbone of national economy in China. During more than 20 years reform, national enterprises have made rapid progress. However, they are facing serious challenge in supervision such as bogus accountant information, dilating upon and wasting, corruption, loss of state property, etc. These phenomena need us to reform the method of management and enforce the supervision to national enterprises objectively. According to this situation, the institution of the external board of supervisors of national enterprises is just created on the base of developing and summarizing last lessons. It was evolved from the institution of dispatched investigators. And it is the best di rect and effective supervision mode to national enterprises at present. Because it realized the combination between the executive power and ownership supervision, the institution can meet the requirement of proxy theory, management science and reality. Compared with other forms of supervision in national enterprises, the external board of supervisors of national enterprises has more obvious advantages. But in short time and imperfect operation of the institution, some problems and defects limit the effect of the board. Through the practical analysis of the external board of supervisors in Guizhou, on the basis of summarizing it' s five effects, the paper indicated eight main problems in institution design, work circumstance and procedure, and put forward six policies: to consummate organizations and proper employees; to establish 'rigid channel' of information source; to construct transverse connect institution to reinforce the ways for inspection; to construct the institution of resolution of questions indicated by the board; to construct the institutions of examination, rewards and punishment; to realize the transition from the supervision of executive power to the supervision of ownership. In the mean time, the paper gave some new views such as integrating the power of national enterprises supervision, enhancing the guard for moral risk of the board staff, limiting the main responsibility of the board again and so on.
