Research Of Reforms On Administration System Of Scenic Spots Of Guizhou Province

Reforms on administration system of scenic spots of Guizhou province was started in 1999, by regulating the administration system of the most famous scenic spot in Guizhou - Huangguoshu Scenic Spot. After five-year practice of reform, a new administration system has been set up on the whole. There appeared a plural pattern in the management and administration of scenic spots of Guizhou after the reformation, pouring vitality into Guizhou Tourism.However, because of the benefit readjustment caused by reformation, during carrying the reform forward, a detour was made such as it spent 3 years to sort the administration system of Huangguoshu Scenic Spot. Worst of all, there were such problems solved imperfectly as the conflicts of double administration target between the government and the scenic spots, the weakness of trade supervision and control and so on; facing the new system, there appeared the market failure of scenic spots, while franchise bidding for correcting the market failure was not put forward accordingly; there were some drawbacks in system of external diseconomies caused by exploiting the scenic spots, which lead to some scenic spots just went on their own ways. All of these mentioned above intensified the contradiction between protection and development of the scenic spots during exploiting them. Meanwhile, reforms seemed fruitless in integrating the diverted administration rights of government in the former system because of the restraints of the legal environments and the administration system in the national level. To solve these problems, reforms must be made further, conflicts in administration targets must be eased, the diverted administration rights must be integrated, the protection, supervision and control of scenic spots must be strengthened, and the workout and carryout of the methods to solve market failure must be quickened.
