The Performance, Problem And Countermeasure Of Implemented Policy On The Total Cultivated Land Dynamic Equilibrium

The total cultivated land dynamic equilibrium is one of the most important policies of cultivated land protection in our country. That is, firstly, to keep the existing total cultivated land from reducing, namely balance the cultivated land for construction and the reclaimed cultivated land; Secondly, to make the total cultivated land increase to some extent with economic development and population growth, so that it can reverse the trend of the reducing per capita cultivated land caused by increasing population. Since the policy of the total cultivated land dynamic equilibrium was implemented formally in 1997, it have made some performance, just as strengthening the consciousness of cultivated land protection, standardizing the order of land using, containing the serious trend of the cultivated land taken up by construction, effectively supplementing the cultivated area and improving the rural lives and working conditions.But the policy of total cultivated land dynamic equilibrium have also exposed a lot of problems. With studying on a case of Sanmen County, these problems are just showing five issues:1, The cultivated land supplementary is not real one , just caused by adjusting the agricultural structure;2, There is no way to implement the supplementary cultivated land because of error counted;3, As the land quality is not enough, the supplementary cultivated land for farming is unable;4, less considering the ecological balance;5, Disequilibrium on space and time;The reasons are not only the limitation of the policy itself, which is paying too attention to the balance of the cultivated land quantity, lacking considerations of environmental and regional disparity ,but also the deviation emerging in the course of carrying out the policy .During a very long period in the future, the grain security and cultivated land protection is still a heavy topic in our country. In order to overcome the disadvantage of the policy of total cultivated land dynamic equilibrium and realize the real dynamic equilibrium, countermeasures should be taken just as the following:1, To standardize the behavior of local government, and then to weaken the inherent motive that the local government use it to encourage to occupy the cultivated land. Necessarily inputting all the income to the cultivated land protection which produced in the changing of cultivated land to non-agricultural building land; Restraining the government's activity on the market that does not work efficiently; Strengthening to punish the government bodies and officers that destroy the cultivated land ,and improving widely the opportunity cost caused by destroying the cultivated...
