| The thesis put forward the viewpoint about the construction of the criminal legal mechanism of SCO, with visual angle of the theory of the international criminal law, international law and other subjects, the thesis analyzed and demonstrated that foundation of the mechanism would have efficient legal control on transnational crimes of Central Asia with spaning social system, ideology and value concept. The thesis expatiated principles of application, main measures, content and scope of the criminal legal mechanism of SCO which contains regional criminal legislation mechanism and criminal judicial cooperation mechanism of Central Asia. The criminal legal mechanism of SCO is the inevitable outcome of the development of international law and international criminal law, it appears from the ages background of economic globalization and multilateral politics and roots in the special geographical culture of Eurasia mainland. Construction of the criminal legal mechanism of SCO is important guarantee of the organization's future development, it is the need of realization of the tenet and task of SCO under legal globalization and regionalization, it is the necessity of preventing and controlling transnational crimes, and it is also the demand of international criminal law development. The construction of the mechanism is an inevitable current and realistic choice, the process of the construction is also the embodiment of the regionalization of international criminal law.
