Interest Rigidity Of The Urban Group And The Transfer Of Rural Surplus Labor

The transfer of rural surplus labor is an objective law of social economic development. It is also an important issue that China's economy facing in the course of making the transition. At present, the surplus of rural labor of our country is still very outstanding. The lagging of the transfer of rural surplus labor has already become the bottleneck to realize the industrialization and urbanization, to solve the "three agricultural problems ", and to build the society of well-to-do level. So it is significant to further study the reason of the transfer problem of rural surplus labor to improve the economic development. Because of the limitation of existent explanation, this paper introduces the theory of interest group and tries to explain the realistic reason that the transfer of rural surplus labor of our country lags behind in terms of interest rigidity of the urban group. It is put forward that the existence of the interest rigidity of the urban group hold up the transfer of rural surplus labor. After the foundation of the state, the government gave priority to the development of heavy industry and established corresponding systems. The system arrangement results in historical sediment of rural surplus labor of our country. After reform and opening-up, the government begins to correct the deviation of industrialization. It also begins to reform a series of system that restrict the transfer of rural surplus labor. But the initial system arrangement had already given the urban group priority in resource distribution. The urban group became a pressure group. By affecting government decision-making, the urban group formed path dependence and interest rigidity. The interest rigidity of the urban group plays an important role in the existence of the system of the household register, the educational system, the land system and wage rigidity system. All of the systems hold up the transfer of rural surplus labor. In order to speed up the transfer of rural surplus labor, we must break the interest rigidity of urban group. Firstly, we must strengthen the influence of the rural group, call for the government's support. Secondly, we should proceed to the reform of system. It is necessary to cancel the system of the household register, to increase the input of the rural public product, especially the input in education, to advance the reform of land system, and to improve the urbanization process.
