International Ship and Port Facility Security Code (ISPS Code) which took effect completely on 1st July 2004 provides an international workform for the security of ships and ports facilities and makes risk management. It was brought into and carried out compulsorily by SOLAS Convention2002 amended. The auther believes that ISPS Codes belongs to public law but it will affect the rights, obligations, duties of the parties who perform international contract of carriage of goods by sea and affect sea transportation trade and insurance.The paper discusses the influences of ISPS Code on duties and rights of the carriers and on nautical fault exemption of the carriers under relevant maritime law. Moreover, the auther asserts that ISPS Code aggravates the seaworthy responsibility of the carriers and expounds that the Code accelerates the process of eliminating nautical fault exemption of the carriers.In addition, the thesis offers some suggestion to the carriers to comply with the ISPS Code and fulfill duties of seaworthiness.On the basis of comparatively analyzing the ISPS Code and relevant maritime law, the paper expounds the ISPS Code's influence on duties and rights of the carriers and comes up with some measures.
